
WHEREAS, the California State University (CSU) system implemented an interim system-wide Time, Place, and Manner Policy without adequate consultation with key stakeholders, including students, faculty, and staff, thereby undermining the principles of shared governance as outlined in the CSU mission; and
WHEREAS, shared governance is a cornerstone of public higher education, meant to ensure transparency, accountability, and collaborative decision-making reflecting the diverse voices of campus communities; and
WHEREAS, the interim system-wide Time, Place, and Manner Policy has raised concerns about its potential to disproportionately restrict constitutionally protected free speech and expression, as guaranteed under the First Amendment of the United States Constitution; and
WHEREAS, the interim system-wide Time, Place, and Manner Policy, as stated by the CSU Chancellor's Office, is set to be finalized without a formal vote by the CSU Board of Trustees, thereby bypassing a critical layer of public accountability and oversight in the decision-making process; and
WHEREAS, the lack of stakeholder consultation has caused uncertainty and mistrust among students, faculty, and campus communities across the CSU system;
THEREFORE IT BE RESOLVED, that the Government Affairs Committee of the Associated Students of California State University Chico formally renounces the lack of shared governance and stakeholder consultation in the creation and implementation of the interim Time, Place, and Manner Policy; and
BE IT FURTHER RESOLVED, that the Government Affairs Committee of the Associated Students of California State University Chico calls on the Chancellor’s Office to allow the CSU Board of Trustees to formally vote on any revisions to the interim system-wide Time, Place, and Manner Policy, ensuring transparency and accountability in the decision-making process; and
BE IT FURTHER RESOLVED, that the Government Affairs Committee of the Associated Students of California State University Chico calls on the Chancellor’s Office to immediately suspend the interim system-wide Time, Place, and Manner Policy and direct all CSU campuses to revert to their prior Time, Place, and Manner policies until a thorough consultation process is conducted with students, faculty, and staff across the system; and
BE IT FURTHER RESOLVED, that the Government Affairs Committee of the Associated Students of California State University Chico formally renounces the interim system-wide Time, Place, and Manner Policy, and any revisions, until such time as all stakeholders mentioned herein have been consulted, and a majority of the CSU Board of Trustees has voted to approve; and
BE IT FURTHER RESOLVED, that this resolution be distributed to the student body of California State University Chico, the CSU Board of Trustees, the Chancellor’s Office, the Academic Senate of California State University Chico, the Academic Senate of the CSU (ASCSU), the California State Student Association (CSSA), and the senior professional staff and administrative leadership of Associated Students organizations across all CSU campuses.
